Pradhan Mantri Fasal Bima Yojana / Restructured Weather-Based Crop Insurance Scheme
The Prime Minister will launch the Pradhan Mantri Fasal Bima Yojana (PMFBY) and the Restructured Weather-Based Crop Insurance Scheme in West Bengal, extending the benefits of the world’s largest crop insurance scheme to the state’s farmers. By the year 2026-27, this initiative aims to provide insurance coverage to approximately 1.10 crore farmers across nearly 30 lakh hectares of agricultural land. This will safeguard crops with an estimated insured value of ₹28,140 crore and support farmers through substantial premium subsidies. To minimize the premium burden on farmers, the Central and State governments will provide premium subsidies amounting to approximately ₹777 crore.
The Pradhan Mantri Fasal Bima Yojana—which has been restructured to include the Weather-Based Crop Insurance Scheme—was launched in 2016. Its objective is to provide financial security to farmers against crop losses caused by natural calamities, pests, and diseases. The scheme offers highly subsidized premium rates, with the government bearing the remaining cost. It promotes income stability by enabling farmers to manage risks associated with crop loss and strengthens their livelihoods by providing protection against natural disasters and adverse weather conditions.
Digital Agriculture Mission
Under the Digital Agriculture Mission, the Prime Minister will launch ‘AgriStack’ in West Bengal. This initiative will provide an integrated digital platform for verified agriculture-related services, such as fertilizer distribution, Kisan Credit Cards, Direct Benefit Transfer (DBT), and procurement under the Minimum Support Price (MSP) system. This initiative will strengthen digital governance in the agriculture sector and facilitate the efficient delivery of farmer-centric services.
The Central Government had launched the Digital Agriculture Mission with an outlay of ₹2,817 crore. It is a comprehensive, farmer-centric ecosystem that leverages space technology, artificial intelligence, and digital public infrastructure to provide farmers with direct access to credit, crop insurance, and personalized advisory services. It also plays a crucial role in enhancing the transparency of government programs.
National Mission on Natural Farming
The Prime Minister will launch the National Mission on Natural Farming in West Bengal to promote sustainable, chemical-free agriculture based on traditional Indian practices. Under the annual action plan approved for the year 2026-27, the state government will establish 346 natural farming clusters covering an area of 17,300 hectares, benefiting 43,250 farmers. Additionally, bio-input resource centers will be set up, and ‘Krishi Sakhis’ will be organized to promote eco-friendly agricultural practices.
The National Mission on Natural Farming was launched on November 25, 2024, as a standalone Centrally Sponsored Scheme. It promotes chemical-free and sustainable agriculture based on traditional Indian farming practices. It focuses on improving soil health, reducing costs, and enhancing climate resilience through the use of on-farm organic inputs and livestock integration and encourages diversified crop production. Implemented across 33 states and Union Territories, this mission focuses on adopting a cluster-based approach, providing farmer training, and certifying natural products to offer farmers better market opportunities and strengthen their livelihoods.
Pradhan Mantri Dhan-Dhanya Krishi Yojana
Taking a significant step towards integrated agricultural development, the Prime Minister will also launch the implementation of the Pradhan Mantri Dhan-Dhanya Krishi Yojana in West Bengal. This scheme will cover the districts of Purulia, Darjeeling, Alipurduar, and Jhargram. It will focus on improving agricultural productivity; promoting crop diversification and sustainable agriculture; strengthening post-harvest infrastructure and irrigation facilities; enhancing access to institutional credit; and ensuring the convergence of various central and state schemes for holistic rural development.
Approved by the Union Cabinet on July 16, 2025, and launched on October 11, 2025, the Pradhan Mantri Dhan-Dhanya Krishi Yojana is an initiative aimed at accelerating agricultural development in 100 districts characterized by low productivity, low cropping intensity, and limited credit flow. The scheme focuses on boosting agricultural productivity by promoting crop diversification and sustainable farming practices. It also emphasizes strengthening post-harvest infrastructure at the Panchayat and block levels. Its objectives include improving irrigation facilities and ensuring better access to long-term and short-term institutional credit. Overall, the Pradhan Mantri Dhan-Dhanya Krishi Yojana aims to enhance agricultural efficiency in backward regions and improve the livelihoods of farmers.
